José R. Madrigal is the City Manager for Durango, Colorado, bringing over two decades of distinguished leadership in municipal governance. Under his guidance, Durango has achieved significant progress in workforce housing development, employee engagement, organizational development, financial management, strategic planning, and public service delivery. His strategic vision and proactive leadership have fostered a thriving, inclusive, and high-performing organization.
In 2025, José was recognized by Government Business Review as one of the Top 10 City Managers in the United States, a testament to his impact and innovation in local government. He has also been invited twice to the Harvard Public Executive Institute, reflecting his commitment to executive excellence and continuous learning.
José’s career includes pivotal roles in Texas cities such as McKinney, Irving, and Cedar Park, where he served as interim, deputy, and assistant city manager. These diverse experiences have equipped him with a comprehensive understanding of the complexities of local government administration and earned him a reputation as a trusted and forward-thinking leader.
He holds a Master of Public Administration and a Bachelor of Arts in Political Science from Texas Tech University. He has completed executive programs at the University of Virginia’s Weldon Cooper Center for Public Service and the University of Texas at Austin’s LBJ School of Public Affairs.
José is actively involved in professional organizations including the International City/County Management Association (ICMA) and the Colorado City County Management Association (CCCMA). He is a former Malcolm Baldrige National Quality Award Examiner and holds a Lean Six Sigma Black Belt certification, underscoring his dedication to operational excellence and continuous improvement.
